In one of the other articles I said that you should limit the amount of categories and subforums when you start a forum.
But I also said that you should expand when there is a need for....
There are however a few things you have to keep in mind when you want to expand:

The topic of your forum
When you add categories or subforums, you have to make sure that they are relevant with the topic of your forum.
Don't add a music subforum when your site is about model airplanes...

The quantity of the topics you can move
You have to make sure that you can fill the new subforum with some topics.
10 topics in the new subforum can be a good start, but you also have to create a few new topics. That'll draw attention to that new subforum.

Where to find topics that can be moved?
When a subforum has a few pages of topics (eg 3 pages), then it can be a good idea to see if there are some topics with a related subject.
If you find enough of these, then maybe you can create a new subforum for that subject.
But remember points 1 and 2!

Activity
It's useless to expand a forum when it's not very active. But in some cases it could increase activity.
But this all depends on the topic of your forum, the subforum(s) you want to add,...
With a little common sense you should be able to see if it would be a benefit for your forum or not.
