If you do a search with google you can find plenty of places where you can get free avatars.

http://www.avatarsdb.com/
http://avatarhell.com/
http://www.unoriginal.co.uk/avatar-downloads.html
...

Sometimes you can also find avatar packs on the support forums for your forum.
I know there are a few for SMF, which you can install easyly with the package manager.
But I'm not sure for phpBB and others.

If you get them from such free sites I don't think there are any legal issues.
Just make sure you read any terms of service or something like that on those sites.
