you could always try and do this;

Create a board at the top that only guests can see with the title
'For full advantages become a member'
Description;
'To find out what you have as a member, read inside'
or summin

and list all the things that you get as a member
or as a special member.
etc.

Contests are a good way to boost your membercount.

Keeping certain forums private may result into new sign-ups. Though it wont help when you just start a forum. If it is already big you can grow fast by keeping certain parts private.
